Outsourcing Cleaning Manpower in the UAE: Managed Teams vs. Staff Supply

UAE businesses outsource cleaning staff in two main ways. Choosing the right model — and writing it into the contract — avoids most disputes about responsibility, quality and compliance.

Model A — Managed cleaning team

The contractor owns the outcome: it plans the schedule, supplies and supervises the staff, provides equipment and consumables, and reports against agreed standards. The client manages one account lead rather than individual workers. Best for towers, communities, hotels and corporate offices that want a service, not headcount.

Model B — Cleaning staff supply (manpower)

The contractor supplies inducted, uniformed cleaners (and usually a working supervisor) who work under the client's own facilities team and instructions. The contractor handles employment, visas, payroll (WPS), replacement cover and HR compliance; the client directs the daily work. Best for in-house FM departments, hotels with an executive housekeeper, and project or seasonal peaks.

How a monthly manpower contract works

The client specifies roles, headcount, shift pattern and site. The contractor deploys staff after induction and invoices a monthly fee per agreed headcount, with terms for duration, notice, overtime, public holidays, leave cover and replacement of unsuitable staff. Accommodation, transport and PPE responsibilities should be stated explicitly.

What procurement should check

Valid UAE trade licence and activity permitting the service; confirmation that workers are employed by the contractor with WPS payroll; induction and toolbox-talk records; PPE and uniform standards; a named supervisor and escalation path; insurance details where applicable; and a clear replacement and notice clause.

Which model is cheaper?

Neither is universally cheaper. Managed teams include planning, supervision, equipment and consumables; manpower supply is leaner but shifts planning and quality control to the client. Pricing in both cases follows a site survey and scope review — treat fixed online prices with caution.
