MEP Maintenance Contracts in Dubai: A Practical PPM Checklist

An annual maintenance contract (AMC) is only as good as its asset register and task schedule. Use this checklist to brief contractors and compare proposals on a like-for-like basis.

1. Start with the asset register

List chillers, AHUs, FCUs, pumps, cooling towers, distribution boards, generators, water heaters, booster pumps, sump pumps and tanks with location, make, capacity and age. Without an asset register, PPM frequencies and technician hours cannot be estimated accurately.

2. HVAC planned preventive maintenance

Typical tasks: filter cleaning or replacement, coil cleaning, belt and bearing checks, refrigerant and pressure checks, drain-line flushing, thermostat calibration and BMS point verification. Dubai's summer load makes pre-season (spring) servicing particularly important.

3. Electrical

Distribution board inspection and thermal checks, lighting and emergency-lighting tests, earthing and bonding checks, generator test runs and fuel checks, and coordination of statutory inspections with the relevant authority or specialist.

4. Plumbing and water systems

Pump servicing, pressure-vessel checks, water-heater maintenance, leak inspections, drainage and gully cleaning, and periodic water-tank cleaning and disinfection scheduled with records retained.

5. Reactive call-outs and spares

Define working-hours and after-hours call-out arrangements, how emergencies are logged, and which consumables and minor spares are included versus quoted separately. Specialist works — chiller overhauls, lift servicing, fire-system maintenance — are normally coordinated with approved specialists and quoted individually.

6. Records and reporting

Insist on completed PPM checklists, work orders with technician sign-off, incident reports and a monthly summary. Digital work orders make audits and handovers simpler.

7. How AMC pricing is built

From the asset register, PPM frequencies, resident versus visiting technician model, call-out arrangements, spares policy and reporting requirements identified at the site survey. Quotations are confirmed after that survey; fixed online prices cannot reflect your asset base.
